Day eleven. You’re walking home on your own road, and there’s a truck across it.
Three men. Rifles. A flashlight on your chest. You don’t know any of them.
“Who can vouch for you?”
On your own road.
From inside that truck, those men are the order. From where you’re standing, hands out where they can see them, they’re one more armed group you have to survive. Same trucks, same rifles, same night. So what’s the actual difference between a militia and a gang?
Augustine asked that question sixteen hundred years ago. He told the story of a pirate dragged before Alexander the Great. Alexander demanded to know what the man meant by terrorizing the seas. The pirate answered that he did the same thing Alexander did. He just did it with one small ship, so they called him a robber. Alexander did it with a fleet, so they called him an emperor.
Augustine didn’t think the pirate was wrong. Take away justice, he wrote, and a kingdom is just a robbery that got big. The rifles never decided which one you were looking at. Something else did.
The old line attributed to Robert Peel says the same thing from the other side: the police are the public, and the public are the police. Order doesn’t come from armed men. It comes from the people who agree to be ordered. A militia the neighbors fear hasn’t added to the numbers. It’s subtracted from them.
And that kind of trust can’t be earned at a checkpoint. It gets built on a Tuesday, years before anybody needs it.
